Moshe Bachar, an expert in parking and parking lot management, has extensive experience in this field. He began his career in the industry in 1996 following his release from the Israel Defense Forces (IDF), where he served as a lieutenant colonel in the artillery corps.

Moshe Bachar served as CEO of the municipal parking authority in Petach Tikva, Israel for four consecutive years. The city engaged in wide scale parking supervision and law enforcement throughout its central and industrial areas, including public parking lots and commercial areas, as well as introducing mechanisms for the collection of parking tickets, and so on.

During this period, he initiated and implemented leading management practices, thereby bringing about significant improvements in parking operations in Petach Tikva, amongst other, cities such as:

Broadening the available options for paying parking fines, (i.e. payments via credit card, computer-based systems such as IVR, and online payment sites) as alternatives to paying with bank vouchers.

Significantly reducing response times of the authority responsible for customer enquiries, regarding matters relating to parking, especially parking fine appeals

Establishing and operating a well managed and efficient system for following up on overdue parking tickets, using external subcontractors.

Initiating, formulating and preparing clear guidelines and instructions, as well as professional training for all municipal parking authority employees, amongst them, managers, administrative employees and field workers, inspectors and parking attendants.

Development and improvement of procedures such as: efficient handling of returned mail, parking solutions for out-of-town buses and trucks, archiving solutions, recognizing and providing parking concessions for certain population sectors, such as pensioners and the disabled, who require volunteers to transport them to therapy and medical appointments, the needy, who have meals distributed to them, and recently bereaved families who require similar services.

Moshe graduated with honors in the Management Course for Municipal Company Executives and the Course for Senior Directors of Municipal and Public Corporations.

As acting CEO in 1999, he was one of the founders of the Bnei Brak Financial Company Ltd.

He established the local municipal parking authority during his tenure at the Financial Company. To this day it remains the foremost municipal parking authority in the country, as well as a model for those bodies wishing to learn from its methods of practiceand is host to various experimental programs and trials before new procedures are launched.

In 2003, he founded the Bureau for the Provision of Consultancy Services for parking and parking lots. The bureau deals with matters such as:

Establishing municipal parking authorities- professional consultation and guidance in the establishment and operational process.

Issuing tenders - consultation, management and production of the available range of detailed multi-disciplinary and customized tenders, including those for parking meters, payment terminals, supervision, parking tickets, computerized communication systems, administration and parking operations, road signage and so on.

Tenders for the supply and installation of operating systems and sophisticated parking fee collection systems for automated parking lots or for parking lots manned by personnel.

Managing projects and supervision of suppliers and contractors- professional supervision, ensuring compliance of suppliers and contractors to all terms of agreements and contracts.

Courses and training - professional workshops, seminars and training for personnel.

Written manuals – issuing manuals outlining procedures and work instructions.
