Moshe guided the municipal officials with remarkable consistency and professionalism in formulating a master plan for regulated parking around the city, as well as accompanying us closely in the process of preparing and approving of the new "Provision for vehicles and parking" bylaw, that was updated and customized for the enforcement and supervision zones.

In accordance with an organized work plan, Moshe instructed the municipal engineering officials and traffic engineers in the planning and production, as well as the approval of signage for the enforcement and supervision zones.

At the request of the municipality, Moshe produced a multi-disciplinary and very intricate tender for the operation of a regulated parking system and municipal supervision thereof, which included detailed professional requirements for contractors in the areas of installation and operation of advanced technological systems for collecting parking fees, supply and operation of sophisticated systems for enforcement and generating parking tickets, a remote command and control system, for installation measures the field, and more.

The municipality's management and legal consultants received professional advice regularly from Moshe, consistent with his extensive knowledge and experience gained to date in this field, as well as guidance and instruction from him in conjunction with each stage of the operation before the actual start of the process.
Since the establishment of the municipal parking authority, it has been proven without a doubt that the supervisory and enforcement activities in the Kiryat Shmona municipal zone, have brought about a significant reduction in incidents of vehicles parked in prohibited areas and its impact on safety for both drivers and pedestrians. These procedures have resulted in a change of dynamics regarding the turnover of parked vehicles, which in the past would occupy parking places in the city center for the better part of a day. They have also successfully resolved the issues of interference with traffic flow on the roads.

I am confident that the successful management and operations of regulated parking systems under the auspices of the local authority in general and in Kiryat Shmona in particular, is due to the knowledge and expertise accumulated by Moshe Bachar, which will enable him to continue assisting other local authorities in establishing and operating parking systems such as ours, which are efficient and of high quality.
